Transportation

The Division of Statewide Planning is responsible for a wide range of transportation related activities. Primary tasks include writing and overseeing the Long Range Transportation Plan and the State Transportation Improvement Program (STIP), in addition to other reports and technical papers on transportation issues. The Transportation Section works with state and federal transportation agencies such as the Federal Highway Administration, the Federal Transit Administration, the Rhode Island Department of Transportation, and Rhode Island Public Transit Authority to ensure a smooth transportation system throughout the state. Other transportation tasks include: congestion management planning, freight planning, travel demand modeling, and transportation alternative programming; developing the highway functional classification system within the state; issuing findings on consistency with the State Guide Plan for the various programs or funding applications as required by State Law; and, providing technical planning assistance to others, and participating in various federal, state, regional and other activities.

The State Planning Council is Rhode Island’s Metropolitan Planning Organization (MPO), a transportation policy-making body authorized by the Federal government to ensure that expenditures for transportation projects and programs are based on a continuing, cooperative and comprehensive planning process.

The Division of Statewide Planning, acting as staff to the MPO is recertified by the United States Department of Transportation every four (4) years.
