State Transportation Improvement Program 2026-2035 (STIP) Revisions

The federally approved STIP may be amended and modified at any time. Procedures to amend and modify the State Transportation Improvement Program (STIP) are specified in the 2022 Memorandum of Agreement by and among the Federal Highway Administration (FHWA), Federal Transit Administration (FTA), Rhode Island State Planning Council (RISPC)/Rhode Island Department of Administration’s Division of Statewide Planning (RIDSP), Rhode Island Department of Transportation (RIDOT), and the Rhode Island Public Transit Authority (RIPTA).

To propose a revision(s), the project sponsor shall provide the Rhode Island Division of Statewide Planning (RIDSP) a clear explanation justifying the revision. The project sponsor shall also provide the necessary project data required for the revision including identification of the new or changed funding source(s), as well as changes to project scope, limits, and scheduling changes. Fiscal constraint must be maintained when amending and modifying the STIP.

Following initial review of the revision by RIDSP, Major and Minor amendment are forwarded to the Transportation Advisory Committee (TAC) and/or State Planning Council (Major Amendments only) for review and approval. Next, the Secretary of the TAC transmits Major STIP amendments, as required, to the Governor’s Office for concurrence and transmittal to the FHWA and the FTA for final approval.
