Overview & Purpose - Summary of Appendices

This section provides a summary of all the appendices developed as part of the State of Rhode Island’s Bicycle Mobility Plan (BMP): Moving Forward 2040. These appendices were prepared between April 2017 and December 2020 to provide additional details and supplement the BMP.

A brief description of the various appendix sections is provided below.

Appendix 1

A1. Established Planning Framework – This subsection details the technical tasks and deliverables and directs the public engagement related to the BMP.

A2. Detailed Recommendations – This subsection provides a follow up assessment to the Bicycle Mobility Plan with a series of recommendations for policy changes and revisions to various plans and design manuals. It also includes an analysis of laws promoting bicycling and bicycle safety, an analysis of the state’s existing education and encouragement programs, and suggested alterations to RIDOT’s various roadway design manuals.

A3. Counts and Crash Data – This subsection details how the Bicycle Mobility Process reviewed bicycle counts from on-street and off-street locations conducted throughout the state.

Appendix 2

This appendix presents the Request for Proposals for Statewide Short Term Counting Services which was granted to Precision Data Industries Inc. The traffic count data utilized for this plan is detailed within.

Appendix 3

In addition to the continuation of the traffic count data detailed in Appendix 2, Appendix 3 contains three subsections:

A4. Barrier Maps – This subsection displays the barrier analysis maps and provides a description of each barrier as generated from using input from the public meetings, the online interactive bicycle map, comments made during stakeholder meetings and the planning team’s analysis.

A5. Gap/Destination Maps – This subsection displays the bicycle Gap/Destination Maps generated for the project.

A6. Summary of Public Input – This subsection presents a summary of the Discovery Public Workshop Series findings which were assembled in a working draft and displayed in a PowerPoint presentation. The Discovery Public Workshop Series were held on the following: Pawtucket on September 21, 2017, Narragansett on September 25, 2017, and Bristol on September 28, 2017.

Appendix 4

A6 .Summary of Public Input (continued) – This subsection details the findings that were gathered at the Municipal Roundtable Meetings which were held in the following locations: South Kingstown on September 5, 2017, Glocester on September 12, 2017, Portsmouth on September 13, 2017, East Greenwich on September 19, 2017, and Bristol on September 20, 2017; Vision Workshops which were held in the following locations: South Kingstown on January 23, 2018, Providence on January 24, 2018, and, Newport on January 31, 2018.



A7. Candidate Bicycle Networks and Prioritization – This subsection includes the detailed prioritization of the candidate corridors, which are summarized in the tables contained within.

A8. Performance Measures – these are the key performance measures developed for the Bicycle Mobility Plan.
